An outdoor receptacle and its weather cover perform different jobs. A weather-resistant device does not make every exposed plug connection waterproof, and a cover does not convert any indoor outlet into an appropriate outdoor installation. Protection depends on the complete assembly, its location, and how it is used.

Weather resistance applies to the device construction

A weather-resistant receptacle is designed and evaluated for relevant environmental exposure under its applicable requirements. Its materials and construction differ from an ordinary indoor device in specified ways. That does not mean the outlet can be submerged, sprayed without limit, or installed without the required enclosure and cover. Read the product markings and instructions. A protected wall outlet can still feed an unsuitable indoor extension cord or damaged outdoor appliance. Respond to water ingress as a fault condition

If water enters the assembly, a cover is broken, corrosion appears, or the protection repeatedly trips, stop using the affected arrangement and obtain qualified assessment. Do not open or handle wet energized equipment to dry it out. After repair, correct the cause of exposure rather than merely resetting protection.
