Your laptop charges normally until you plug a phone into the same charger. Then the laptop reports a slower supply, or its charging symbol briefly changes. That can be the charger reallocating a shared power budget. A multiport charger is not necessarily several full-power chargers hidden inside one box, even when every socket looks capable.

Total power and per-port power answer different questions

The advertised total describes the charger under specified conditions. Each port also has its own limits, and the combination of occupied ports can change what each one receives. A product may offer its highest laptop output with one port in use and a lower output when two or three are connected. The allocation table is therefore more useful than the headline alone. The charger cannot spend the same watts twice
